Leiderschap Iran was nooit eerder zo verdeeld

Het was natuurlijk wel te verwachten, maar de toon waarop het gebeurde is nog wel verbazend. Niet alleen dat de Raad van Hoeders van de Revolutie de klachten van verkiezingsfraude van kandidaten als Mehdi Karroubi en Mir Hossein Mousavi als ongegrond van de hand wijst, nee, er was zelfs geen vuiltje aan de lucht. De Raad, die op verzoek van Ali Khamenei, de rahbar of hoogste leider, de zaak heeft onderzocht vond zelfs dat de verkiezingen van 12 juni de schoonste verkiezingen waren geweest sinds de revolutie van 1979. Dat althans verklaarde de woordvoerder van de Raad Abbas Ali Kadkhodai.
Nu kon de Raad ook moeilijk anders. Immers Khamenei zelf had tijdens het vrijdaggebed van vorige week (19 juni) in Teheran verklaard dat de verkiezingen niet zullen worden teruggedraaid. In feite was dat de bekrachtiging van het feit dat 'the point of no return' was bereikt. Maar imiddels wordt - met veel dank aan de blogging community - ook steeds duidelijker dat de de ware strijd niet gaat tussen Ahmadinejad en Mousavi of Karroubi, maar tussen de nummers één en twee van de revolutie die de kandidaten als een soort zetbazen gebruiken. De echte strijd gaat tussen Ali Khamenei, de velayat e faqih en leider, en Ali Akbar Hashemi Rafsanjani, de voorzitter van de Raad van Experts die de macht heeft de leider aan te wijzen (en eventueel af te zetten. Het is een uniek verschijnsel. Ook in de begintijd van de revolutie waren er heftige tegenstellingen, maar Khomeiny - Khamenei's voorganger - slaagde er altijd in een positie boven de partijen te behouden. Khamenei is nu zelf inzet van het conflict, wat de oplossing ervan moeilijker maakt.

Helena Cobban (Just World News - hier) meldde op haar blog dat Karim Sadjapour (van de Carnegie Stichting) tijdens een forumdiscussie zei dat
'he had heard from Rafsanjani allies in Dubai that Rafsanjani had been trying to assemble a quorum of the Assembly of Experts, which is the only body that can rein in-- or depose-- the Supreme Leader (Khamenei). "There are around eighty of them. They are very old indeed-- avergae age, 'deceased'," he said, "But thus far these efforts haven't succeeded, because many of the 'experts' are actually dependent on Khamenei in one way or another.'

Een dag eerder (24/6) schreef een Iraanse journalist die anoniem wilde blijven en daarom een pseudoniem gebruikte, in The Nation (hier) al dat
'Khamenei’s anguished sermon on June 19 was not provoked simply by the popular uprising in the streets. According to a well-placed source in the holy city of Qom, Rafsanjani is working furiously behind the scenes to call for an emergency meeting of the Khobregan, or Assembly of Experts–the elite all-cleric body that can unseat the Supreme Leader or dilute his prerogatives. The juridical case against Khamenei would involve several counts. First, he would be charged with countenancing a coup d’état–albeit a bloodless one–without consulting with the Khobregan. Second, he would stand accused of deceitfully plotting to oust Rafsanjani–who is the Khobregan chairman and nominally the country’s third-most-important authority–from his positions of power. Third, he would be said to have threatened the very stability of the republic with his ambition and recklessness.

Rafsanjani’s purported plan is to replace Khamenei’s one-person dictatorship with a Leadership Council composed of three or more high-ranking clerics; this formula was proposed and then abandoned in 1989 by several prominent clerics. Rafsanjani will likely recommend giving a seat to Khamenei on the council to prevent a violent backlash by his fanatic loyalists. It is not clear if Rafsanjani will have the backing of the two-thirds of the chamber members needed for such a change, though the balance of forces within the Khobregan could be tipped by the events unfolding in the streets. As a symbolic gesture, Rafsanjani is said to favor holding the meeting in Qom–the nation’s religious center, which Khamenei has diminished–rather than in Tehran.where it has been held before.

Heftige kritiek Montazeri
Interessant in het conflict is de positie van Groot-ayatollah Montazeri, de hoogste levende shi'itische autoriteit, en ooit de gedoodverfde opvolger van Khomeiny tot hij zich vrzette tegen de executies van die tijd, als te progressief aan de kant werd gezet en terug werd gestuurd naar Qom waar hij een school leidt - (met dank aan het NIAGblog - hier:
According to Mowj news, Ayatollah Montazeri “harshly criticized the inappropriate actions of the authorities.” Ayatollah Montazeri praised the people of Iran for proving their braveness and maturity once again by participating in political and social scenes and expressed his regret that in reaction to people demanding their rights the authorities “have taken an approach and committed actions that is beyond imagination by any just human being.”

Montazeri said “I have been involved in the struggles against the previous (Shah) regime and the establishment of the Islamic Republic as much as I can. I feel ashamed in front of the people and clearly announce that beloved Islam…is different from the behavior of the current rulers. These actions and policies being done under the banner of religion will certainly cause large segments of people to become cynical regarding the principles of Islam and theocracy and will ruin the hard and valuable work of the Islamic ulema.”

Montazeri harshly criticized the militarization of the society saying “In a country and a regime which is proud of being Islamic and Shiite, and only 30 years after the victory of the revolution when people still remember the last scenes of the past regime, how could they turn Tehran and other large cities into a big garrison while the world is watching? They have put our brothers in the armed forces against the people. By using plainclothes agents, who are reminders of baton-carrying agents of Shah, cowardly shed the blood of the youth and men and women of this land.”

Montazeri then posed questions to authorities asking “was this the strategy of Prophet Mohammad and Imam Ali? They never cursed and accused their enemies and didn’t silence them by the sword…Now, a group of people thinking that they can commit any crime because they see themselves as being close to the government; attack student dorms, beat them and throw them down the building, commit chain murders and terrorize intellectuals of this nation and be immune from punishment; this is not compatible with any religion and custom.”

Montazeri advised the people to “pursue their reasonable demands while maintaining their calm.” He also advised the authorities, asking them to stop using harsh and irrational measures which destroys people’s trust and exacerbates the separation between them and regime. “[The authorities] should not create divisions among the people, apologize for their past mistakes, and understand that worldly positions are not permanent.”

De titanenstrijd, het is eerder gezegd, zal niet simpel op te lossen zijn en waarschijnlijk hangt de uitkomst sterk af van het uithoudingsvermogen van de Iraanse 'straat' (die overigens ook best voor burgerlijke ongehoorzaamheid, stakingen en dergelijke zou kunnen gaan kiezen). Gary Sick, Iran-deskundige en lid van de Amerikaanse Nationale Veiligheidsraad onder Jimmy Carter (de tijd van de Iraans revolutie) wijst er op zijn blog Gary's choice (hier) op dat het wegjagen van de sjah vele maanden van onlusten in beslag nam. Hij geeft bovendien aan, terecht lijkt me, dat Khamenei en Rafsanjani beiden weten dat er veel op het spel staat, gewend zin aan het politieke spel en - naar de sophisticated manier waarop die dingen in Iran soms gaan - best ook wel eens zouden kunnen uitkomen op een compromis.
Voor het Westen - met name de VS - levert de situatie in wezen een groot dilemma op. Obama heeft op zijn persconferentie van woensdag 24/6 het geweld en het optreden van de Iraanse regering scherp afgekeurd, maar tegelijkertijd opnieuw onderstreept dat de VS afzijdig zal blijven. (Desondanks reageerde Ahmadinejad donderdag met de opmerking dat Obama treedt in de voetsporen van Bush). Maar los van deze woordenstrijd zal Obama's belangrijkste opgave van de komende tijd zijn een keuze te maken hoe om te gaan met dit bewind. De dialoog aangaan en in wezen het regime als legitiem erkennen (waarbij moet worden aangetekend dat Ahmadinejad's postie voorlopig niet sterk zal zijn), of afstand houden.
Een moeilijke keus, lijkt me.
